Action code 1 or 6 for mortgage insurance underwrites?

We have a large wholesale business and some of the brokers choose a mortgage insurance to underwrite their loan. Would those loans that originate be considered an action code 6 for a purchase loan or a 1 for orginated. Who is the mortgage insurance company making the underwriting decesion for? Us or the broker?[:0]
